Koszty projektu są pokrywane w 73% z Funduszy EOG oraz w 12% ze środków Ministerstwa Kultury, Dziedzictwa Narodowego i Sportu. Wkład własny Gminy Raszyn wynosi 15%.

Zadanie zostanie zrealizowane w okresie od 1 stycznia 2021r. do 30 września 2023r.

W ramach projektu zaplanowano zrewitalizowanie części Austerii wzdłuż Alei Krakowskiej. Na początek zostaną przeprowadzone prace archeologiczne. Następnie po wyłonieniu wykonawcy przystąpimy do prac konserwatorskich, restauratorskich oraz budowlanych polegających na remoncie, rozbudowie i przebudowie dawnych budynków poczty - karczmy, wozowni i kramów. Powstaną: czytelnia, sala zajęć ruchowych, kuchnia, sala multimedialna, biblioteka, kuchnia do prowadzenia warsztatów i strefa konsumpcyjna.

Jednocześnie zaplanowano wiele ciekawych i innowacyjnych przedsięwzięć o charakterze społecznym i kulturalnym. W czasie projektu odbywać się będą spotkania, wystawy, przedstawienia, szkolenia i warsztaty.

W ramach projektu mamy podpisane umowy partnerskie z Fundacją na Rzecz Dialogu oraz dwoma partnerami z Norwegii: Nansenowską Akademią Humanistyczną i Wyższą Szkołą Krystiania. To właśnie nasi Partnerzy będą przygotowywać większość wydarzeń przewidzianych w projekcie.

Project entitled: "Adaptation of Austeria buildings for the Center of Social and Cultural Integration in Raszyn situated 1, Krakowska Alley – stage 2" implemented under the EEA Financial Mechanism Program
 

The project costs are covered in 73% from the EEA Funds and in 12% from the funds of the Ministry of Culture, National Heritage and Sports. The self-contribution of the Raszyn Commune is 15%.

The total cost of the project: PLN 17,044,044.52
The task will be implemented from January 1, 2021 until September 30, 2023.

Project supports the revitalization the part of the Austeria along Krakowska Alley. As soon as archaeological excavations will be finished, Raszyn Commune – with the selected contractor – will start conservation, restoration and construction works involving the renovation, expansion and reconstruction of the former post office, coach house and stalls. There will be a reading room, a room for physical activities, a multimedia room, a library, a kitchen for workshops and a consumption zone.

 

Many interesting and innovative projects of a social and cultural nature have already been planned in the restored part, including meetings, exhibitions, performances, trainings and workshops.
 

To perform this task, the Raszyn Commune has signed partnership agreements: with Foundation for Dialogue (from Poland) and with two partners from Norway – Nansen Academy – Norwegian Humanistic Academy and the Krystiania University College. It is our Partners who prepare most of the events planned in the project.

Projet intitulé: "Adaptation des bâtiments Austeria pour le Centre d'intégration sociale et culturelle de Raszyn, allée Krakowska 1 - étape 2" mis en œuvre dans le cadre du programme de mécanisme financier de l'EEE

Les coûts du projet sont couverts à 73% par les fonds de l'EEE et à 12% par les fonds du Ministère de la Culture, du Patrimoine national et du Sport. La contribution propre de la commune de Raszyn est de 15%.

Le coût total du projet est de 17 044 044,52 PLN.
La tâche sera mise en œuvre dans la période du 1er janvier 2021 au 30 septembre 2023.

Dans le cadre du projet, il est prévu de revitaliser une partie de l'Austeria le long d'Allée Krakowska. Au début, des travaux archéologiques seront menés. Ensuite, après avoir sélectionné l'entrepreneur, nous entamerons des travaux de conservation, de restauration et de construction comprenant la rénovation, l'agrandissement et la reconstruction des anciens bâtiments de la poste - auberge, maison pour les chariots et échoppes. Il y aura une salle de lecture, une salle d'activités physiques, une cuisine, une salle multimédia, une bibliothèque, une cuisine pour les ateliers et une zone de consommation.

Dans le même temps, de nombreux projets sociaux et culturels intéressants et innovants ont été planifiés. Pendant le projet, il y aura des réunions, des expositions, des performances, des formations et des ateliers.

Dans le cadre de ce projet, nous avons signé des accords de partenariat avec la Fondation pour le dialogue et deux partenaires norvégiens: l’Academy des Sciences Humaines de Nansen et l’Université Krystiania. Ce sont nos partenaires qui prépareront la plupart des événements prévus dans le projet.

ZESPÓŁ AUSTERII

Zgodnie z wpisem do Wojewódzkiego Rejestru Zabytków (nr 1265/05) w skład zabytkowego zespołu urbanistycznego w Raszynie wchodzą: zespół austerii wraz z wewnętrznym dziedzińcem i murami go wydzielającymi (tj. piętrowy budynek zajazdu zwany ratuszem, kramy, wozownia i stajnie) oraz poczta, kościół pod wezwaniem św. Szczepana i św. Anny, plebania, budynek dawnej szkoły (obecnie przedszkole) oraz pozostałości placu rynkowego. XVIII-wieczny zespół Austerii oprócz roli „centrum targowego” pełnił także rolę stacji pocztowej na drodze z Warszawy do Krakowa i Wrocławia.

Pierwszy etap rewitalizacji Austerii Gmina Raszyn przeprowadziła w latach 2017-2020. Prace rewitalizacyjne możliwe były dzięki dofinansowaniu z Regionalnego Programu Operacyjnego Województwa Mazowieckiego w wysokości prawie 60%; pozostała część to wkład własny Gminy Raszyn. Ogólny koszt remontu I etapu to kwota ponad 5,3 mln zł.

W odrestaurowanym budynku głównym mieści się filia Urzędu Stanu Cywilnego i Izba Pamięci, do której zbierane są eksponaty.

Drugi, obecny etap rewitalizacji, obejmujący wozownię, kramy i pocztę jest możliwy dzięki wsparciu finansowemu ze środków Mechanizmu Finansowego Europejskiego Obszaru Gospodarczego (73%), dotacji Ministerstwa Kultury, Dziedzictwa Narodowego i Sportu (12%) oraz środków własnych Gminy Raszyn (15%). Ogólny koszt remontu II etapu to kwota ok. 17 mln zł. Ten etap realizowany będzie w latach 2021-2023.

Proces rekonstrukcji Austerii odbywa się pod nadzorem Wojewódzkiego Konserwatora Zabytków. Zgodnie z zaleceniem konserwatora, Gmina dąży do odbudowy całego obiektu – całego zespołu austerii, który został zaprojektowany przez czołowego architekta epoki stanisławowskiej Szymona Bogumiła Zuga. Obiekt uznano za jeden z najwspanialszych klasycystycznych zespołów zabudowań w Polsce z przełomu XVIII i XIX wieku.

Elementami oczekującymi na pełną rewitalizację są stajnie oraz zagospodarowanie terenu. Już dziś – dzięki uczestnictwu Gminy Raszyn w Stowarzyszeniu Lokalna Grupa Działania Nadarzyn-Raszyn-Michałowice – oraz dzięki dofinansowaniu z Programu Rozwoju Obszarów Wiejskich na lata 2014-2020 - powstaje „Plac zabaw przy zabytkowej Austerii”.

Na pozostałe działania gmina poszukuje źródeł finansowania zewnętrznego.

CELE PROJEKTU

Podjęte w ramach projektu pn. „Adaptacja budynków Austerii na Centrum Integracji społeczno-kulturalnej w Raszynie przy al. Krakowskiej 1 – etap 2” działania mają podwójny cel; po pierwsze – modernizację i renowację zabytkowego zespołu urbanistycznego Austerii, po drugie – stworzenie atrakcyjnej i nowoczesnej oferty kulturalnej oraz zwiększenie uczestnictwa społeczeństwa w kulturze. Poprzez szeroką ofertę kulturalną, wystawienniczą i edukacyjną, a także prowadzenie warsztatów (m.in. kulinarnych) gmina Raszyn pragnie zwiększyć aktywność swoich obywateli (stałej i napływowej ludności, rdzennych polskich mieszkańców i cudzoziemców). Dzięki właściwej akcji promocyjnej gmina będzie starała się przedstawić atrakcyjną ofertę kulturalną i edukacyjną również dla pasjonatów i osób zainteresowanych z okolicznych gmin, z bliższych i dalszych rejonów Polski.

W zrekonstruowanej części kompleksu dawnego zespołu Austerii będą podejmowane działania w duchu NANSENOWSKIEGO DIALOGU.

WSPÓŁPRACA Z PARTNERAMI

W latach 2021-2023 Gmina Raszyn – za pośrednictwem Centrum Kultury Raszyn – wraz z partnerami: Fundacją na Rzecz Dialogu - partner ze strony polskiej oraz Nansenowską Akademią Humanistyczną z siedzibą w Lilehammer (The Nansen Humanistic Academy) i Szkołą Wyższą Kristiania z siedzibą w Oslo (Høyskole Kristiania) – partnerzy ze strony norweskiej, będziemy prowadzić razem działania na rzecz poprawy dostępności do sztuki i kultury obu państw. Wspólnie podejmiemy działania, by poprawić przepływ informacji między nami, zaprezentować skarby dziedzictwa kulturowego naszych narodów. Mamy nadzieję, że w ten sposób nastąpi wzmocnienie stosunków pomiędzy Polską a Norwegią, a atrakcyjna i nowoczesna oferta kulturalno-edukacyjna w odrestaurowanych budynkach zaowocuje nowymi kontaktami, ciekawymi spotkaniami i wieloma inspirującymi przedsięwzięciami.

Centrum Integracji i Dialogu prezentuje nowatorski charakter działalności poprzez wykorzystywanie innowacyjnych narzędzi komunikacji wizualnej: technologii 3d, Virtual Reality (rzeczywistości wirtualnej) oraz technologii rzeczywistości rozszerzonej – Augemnted Reality. Nowoczesne i ciekawe formy wyrazu z pewnością zachęcą, szczególnie ludzi młodych, do aktywnego uczestniczenia w programie.

DIALOG – WIĘCEJ NIŻ SŁOWA

Budowanie kultury dialogu poprzez upowszechnienie nansenowskiej metodologii dialogu rozwijanej w Nansenowskiej Akademii Humanistycznej w Lilehammer od 1938 roku i stosowanej w wielu miejscach na świecie, przyczyni się do wzrostu kompetencji kulturowych społeczności lokalnych, pomoże w rozwiązywaniu problemów społecznych, zwiększy tolerancję, zaktywizuje seniorów, osoby niepełnosprawne, osoby wykluczone społecznie i zawodowo. Narzędzia te nie są stosowane w Polsce, a dzięki programowi nie tylko będą wykorzystane w Gminie Raszyn, ale też zostaną upowszechnione w innych gminach, a dalej w całej Polsce.

Centrum Integracji i Dialogu wykształci kadrę trenerów-facytilatorów dialogu, poprawi kontakty mniejszości ze społecznością lokalną, ograniczy zjawiska wykluczenia w dostępie do pracy, urzędów, szkół, opieki zdrowotnej. Szkolenia dla nauczycieli pomogą im w pracy w klasach wielokulturowych, poprawiając stosunki między uczniami, redukując agresję.

PROGRAM DZIAŁALNOŚCI KULTURALNO-EDUKACYJNEJ NA LATA 2021-2024

W ramach programu realizowane będzie szereg projektów:

  • warsztaty dialogowe o zasięgu lokalnym i ponadlokalnym, realizowane w językach polskim, angielskim oraz mniejszości zamieszkujących w gminie, dla nauczycieli, wolontariuszy, społeczności lokalnej i mniejszości, dla rodziców i uczniów.
  • warsztaty edukacji artystycznej i kulturalnej
  • innowacyjne warsztaty komunikacji wizualnej i nowych mediów
  • jarmark kreatywności dla osób starszych
  • sympozja o zasięgu lokalnym, ogólnopolskim i międzynarodowym
  • wystawy w zrekonstruowanej przestrzeni wystawienniczej Austerii
  • lekcje muzealne wspólne dla społeczności lokalnej i mniejszości

Program bazuje na interakcji i dialogu, które z samej swej natury mają charakter interaktywny, aktywizujący uczestników. Stawia na wzajemne uczenie się, zrozumienie swoich postaw i motywów, pomaga unikać uproszczeń i skłonności do stereotypowego myślenia. Prowadzi do zrozumienia ponad lokalnymi podziałami, bez stereotypów dotyczących różnic religijnych, politycznych i etnicznych.

AUSTERIA COMPLEX

 According to the entry in the Provincial Register of Monuments (No. 1265/05), the historic urban complex in Raszyn includes: an inn complex with an internal courtyard and walls separating it (i.e. a two-story inn building called the town hall, stalls, coach house and stables) and a post office, St. Stephen’s and St. Anna’s Church, presbytery, former school building (now a kindergarten) and the remains of the market square. The eighteenth-century Austeria complex, apart from the role of the "fair center", also played the role of a post station on the way from Warsaw to Krakow and Wrocław.

 

The first stage of Austeria revitalization was carried out by the Raszyn Commune in 2017-2020. The revitalization works were possible thanks to co-financing from the Regional Operational Program of the Mazowieckie Voivodeship in the amount of almost 60%; the remaining part is the own contribution of the Raszyn Commune. The total cost of the renovation of the first stage was over PLN 5.3 million.

 

The restored main building houses is a branch of the Registry Office and the Memorial Room where exhibits are collected.

The second, current stage of revitalization, including a coach house, stalls and a post office, is possible thanks to the financial support from the Financial Mechanism of the European Economic Area (73%), subsidies from the Ministry of Culture, National Heritage and Sports (12%) and own funds of the Raszyn Commune (15%) . The total cost of the renovation of the second stage is approximately PLN 17 million. This stage will be implemented in the years 2021-2023.

 

The process of reconstruction of the Austeria takes place under the supervision of the Provincial Conservator of Monuments. As recommended by the conservator, the commune aims to rebuild the entire building - the entire inn complex, which was designed by the leading architect of the this era, Szymon Bogumił Zug. The building was considered to be one of the most magnificent classicistic complexes of buildings in Poland from the turn of the 18th and 19th centuries.

The elements awaiting full revitalization are the stables and land development. Today - thanks to the participation of the Raszyn Commune in the Nadarzyn-Raszyn-Michałowice Local Action Group Association - and thanks to funding from the Rural Development Program for 2014-2020 - a "Playground at the historic Austeria" is being created. The commune is looking for sources of external financing for other activities.

PROJECT GOALS
Taken as part of the project entitled "Adaptation of Austeria buildings for the Center for Social and Cultural Integration in Raszyn at al. Krakowska 1 - stage 2 ”the activities have a dual purpose; firstly - modernization and renovation of the historic Austeria urban complex, secondly - creating an attractive and modern cultural offer and increasing the participation of society in culture. Through a wide cultural, exhibition and educational offer, as well as conducting workshops (including culinary workshops), the Raszyn commune wants to increase the activity of its citizens (permanent and migrant population, indigenous Polish residents and foreigners). Thanks to the appropriate promotional action, the commune will try to present an attractive cultural and educational offer also for enthusiasts and interested people from nearby communes, from closer and further regions of Poland. The reconstructed part of the complex of the former Austeria complex action will be taken in the spirit of NANSEN DIALOGUE.

COOPERATION WITH PARTNERS
In the years 2021-2023, the Raszyn Commune - through the Raszyn Cultural Center - together with partners: the Foundation for Dialogue – the Polish partner and the Nansen Academy of Humanities based in Lilehammer (The Nansen Humanistic Academy) and the Kristiania University in Oslo ( Høyskole Kristiania) – Norwegian partners, we will work together to improve access to art and culture of both countries. Together, we will improve the flow of information between us, to present the treasures of the cultural heritage of our nations. We hope that this will strengthen relations between Poland and Norway, and the attractive and modern cultural and educational located in restored buildings, will result in new contacts, interesting meetings and many inspiring performances.

The Center for Integration and Dialogue presents the innovative nature of its activity by using innovative tools of visual communication: 3d technology, Virtual Reality (virtual reality) and augmented reality technology - Augemnted Reality. Modern and interesting forms of expression will certainly encourage, especially young people, to actively participate in the program.

DIALOGUE - MORE THAN WORDS
Building a culture of dialogue by disseminating the Nansen methodology of dialogue created at the Nansen Humanistic Academy in Lilehammer in 1938 and used in many places around the world, will contribute to the growth of cultural competences of local communities, help in solving social problems, increase tolerance, activate seniors, people with disabilities, socially and professionally excluded people. These tools are not used in Poland, and thanks to the program, they will not only be used in the Raszyn Commune, but will also be disseminated in other communes, and further throughout Poland. The Center for Integration and Dialogue will educate a staff of trainers-facilitators of dialogue, improve contacts of minorities with the local community, reduce the phenomenon of exclusion in access to work, offices, schools, and health care. Training for teachers will help them work in multicultural classes, improving relations between students, reducing aggression.

 

PROGRAM OF CULTURAL AND EDUCATIONAL ACTIVITY 2021-2024
A number of projects will be implemented under the program:

    local and supra-local dialogue workshops conducted in Polish, English and minorities’ languages living in the commune, for teachers, volunteers, local community and minorities, for parents and students,

  • art and cultural education workshops,
  • innovative workshops on visual communication and new media,
  • a creativity fair for the elderly,
  • local, national and international symposia,
  • exhibitions in the reconstructed exposition space of Austeria,
  • museum lessons shared by the local community and minorities.

The program is based on interaction and dialogue, which by their very nature are interactive and activating for participants. It focuses on mutual learning, understanding one's attitudes and motives, helps to avoid simplifications and a tendency to stereotypical thinking. It leads to understanding beyond local divisions, without stereotypes about religious, political and ethnic differences.

 

L’ENSEMBLE AUSTÉRIA

 Selon l'inscription au Registre provincial des monuments (n° 1265/05), le complexe urbain historique de Raszyn comprend: un ensemble d'auberge avec une cour intérieure et des murs le séparant (c'est-à-dire une auberge à étages appelée aussi l’hôtel de ville, des étals, une maison pour les chariots et des écuries) et un bureau de poste, l’église de St. Stephen et St. Anna, un presbytère, le bâtiment de l’ancienne école (ensuite utilisé comme un jardin d'enfants et maintenant adapté à la fonction du crèche) et les ruines de la place du marché. L’ensemble Austeria du XVIIIe siècle, à part de son rôle de "centre des expositions", jouait également le rôle du poste sur le chemin de Varsovie à Cracovie et Wrocław.

La première étape de la revitalisation de l'Austeria a été réalisée par la commune de Raszyn entre 2017-2020. Les travaux de revitalisation ont été possibles grâce au cofinancement du Programme opérationnel régional de la voïvodie de Mazovie de près de 60% du montant total; le reste est la contribution propre de la commune de Raszyn. Le coût total de la rénovation de la première étape est supérieur à 5,3 millions de PLN.

Au bâtiment principal restauré s’est trouve aujourd’hui une succursale du Bureau d'enregistrement et la Salle Commémorative où les objets d’expositions sont (et serront) rassemblées.

La deuxième, présente étape de revitalisation, comprenant une maison pour les chariots, des étals et un bureau de poste, est possible grâce au soutien financier du Mécanisme financier de l'espace économique européen (EEE) (73%), aux subventions du ministère de la Culture, du Patrimoine national et du Sports (12%) et fonds propres de la commune de Raszyn (15%). Le coût total de la rénovation de la deuxième étape est d'environ 17 millions de PLN. Cette étape sera mise en œuvre dans les années 2021-2023.

Le processus de reconstruction de l'Austeria est sous la supervision du Conservateur provincial des monuments. Comme recommandé par le conservateur, la commune vise à reconstruire l'ensemble du complex auparavant projeté par le principal architecte de l'èpoque du roi Stanisław August Poniatowski - Szymon Bogumił Zug. Le bâtiment était considéré comme l'un des bâtiments classiques les plus magnifiques de Pologne du début des XVIIIe et XIXe siècles.

Les écuries et le terrain entourant ce sont les éléments qui attendent encore une revitalisation. Aujourd'hui - grâce à la participation de la commune de Raszyn à l'Association du groupe d'action locale Nadarzyn-Raszyn-Michałowice - et grâce au financement du Programme de développement rural pour 2014-2020 - un "terrain de jeu à coté l'Austeria historique" est en cours de création. La commune recherche des sources de financement externe pour d'autres activités.

OBJECTIFS DU PROJET
Les activités pris dans le cadre du projet intitulé "Adaptation des bâtiments Austeria pour le Centre d'intégration sociale et culturelle de Raszyn à l’allée Krakowska 1 - étape 2 », ont un double objectif: d'une part - la modernisation et la rénovation du complexe urbain historique d'Austeria, d'autre part - la création d'une offre culturelle attractive et moderne et l'augmentation de la participation du public à la culture. A travers une large offre culturelle, d'exposition et d’éducation, ainsi que la réalisation des divers ateliers (y compris des ateliers culinaires), la commune de Raszyn souhaite accroître l'activité de ses citoyens (population permanente et migrante, indigènes polonais et étrangers). Grâce à la campagne de promotion, la commune tentera de présenter une offre culturelle et éducative attractive également pour les passionnés et les personnes intéressées des communes voisines, des régions plus proches et plus lointaines polonaises. La partie reconstruite du complexe de l'ancien complexe Austeria une action sera entreprise en esprit le NANSEN DIALOGUE.

COOPÉRATION AVEC DES PARTENAIRES
Dans les années 2021-2023, la Commune de Raszyn – par l’intermédiaire du Centre Culturel Raszyn - avec des partenaires: la Fondation pour le dialogue - un partenaire polonais et l'Académie des Sciences Humaines de Nansen basée à Lilehammer et la Kristiania Université d'Oslo - partenaires norvégiens, nous travaillerons ensemble pour améliorer l'accès à l'art et à la culture des deux pays. Ensemble, nous agirons pour améliorer le flux d'informations entre nous, pour présenter les trésors du patrimoine culturel de nos nations. Nous espérons que cela renforcera les relations entre la Pologne et la Norvège et que l'offre culturelle et éducative attrayante et moderne dans des bâtiments restaurés, contribuera à établir de nouveaux contacts, à rencontrer des gens intéressants et à créer des nombreux projets inspirants.

Le Centre d’intégration et de dialogue présente le caractère innovant de son activité en utilisant des outils modernes de communication visuelle: technologie 3D, réalité virtuelle et technologie de réalité augmentée – Augemnted Reality. Des formes d’expression modernes et intéressantes encourageront certainement, en particulier les jeunes, à participer activement au programme.

DIALOGUE – PLUS QUE DES MOTS
Construire une culture du dialogue en diffusant la méthodologie Nansen de dialogue développée à l’Academie des Sciences Humaines de Nansen à Lilehammer depuis 1938 et utilisée dans de nombreux endroits dans le monde entier, contribuera à la croissance des compétences culturelles des communautés locales, aidera à résoudre des problèmes sociaux, accroître la tolérance, activer les personnes âgées, les personnes handicapées, les personnes socialement et professionnellement exclues. Ces outils ne sont pas utilisés en Pologne pour le moment, et grâce au programme, ils ne seront qu’utilisés dans la commune de Raszyn, mais seront également popularisés dans d’autres communes, et plus loin dans toute la Pologne. Le Centre d’intégration et de dialogue formera un personnel de formateurs-facilitateurs de dialogue, améliorera les contacts des minorités avec la communauté locale, réduira le phénomène d’exclusion dans l’accès au travail, aux bureaux, aux écoles et aux soins de santé. La formation des enseignants les aidera à travailler dans des classes multiculturelles, à améliorer les relations entre les élèves, à réduire l’agression.

PROGRAMME D’ACTIVITÉ CULTURELLE ET ÉDUCATIVE 2021-2024
Dans le cadre du programme,  un certain nombre de projets sera réalisé:

  • une foire de la créativité pour les personnes âgées,
  • des symposiums locaux, nationaux et internationaux,
  • des expositions dans l’espace d’exposition reconstitué d’Austeria,
  • des leçons de musée partagées par la communauté locale et les minorités.

Le programme est basé sur l’interaction et le dialogue, qui - par leur nature - sont des éléments interactifs et stimulants. Il met l’accent sur l’apprentissage mutuel, la compréhension de ses attitudes et motivations, permet d’éviter les simplifications et une tendance à la pensée stéréotypée. Cela conduit à une compréhension au-delà des divisions locales, sans stéréotypes sur les différences religieuses, politiques et ethniques.
